RTA turns 20: Tackling traffic congestion and smart mobility in Dubai

Dubai’s Roads and Transport Authority (RTA) marked its 20th anniversary by reflecting on two decades of transformative projects that have not only improved urban mobility but also strengthened the emirate’s economy and global competitiveness. Under the leadership of Mattar Al Tayer, Director General and Chairman of the Board of Executive Directors of RTA, the city has built an integrated infrastructure supporting smart and sustainable transport.

Investment in Infrastructure

Over the past 20 years, RTA has committed Dh175 billion to developing critical transport infrastructure, including roads, metro lines, trams, cycling tracks, and pedestrian pathways. The result is a world-class road network that spans more than 25,000 lane-kilometres, catering to 3.5 million vehicles daily. The Dubai Metro and Tram system covers over 100 kilometres, while pedestrian bridges and tunnels have grown from 26 in 2006 to 177 by 2024, enhancing accessibility and safety.

Growth in Public Transport Ridership

RTA has dramatically expanded public transport services, increasing ridership from 220 million passengers in 2006 to more than 747 million in 2024. Public transport now accounts for 21.6% of daily movements, a significant rise from just 6% in 2006. Al Tayer highlighted the importance of integration in developing a seamless mobility network across the city, ensuring that travel by metro, tram, and bus is efficient and interconnected.

Developing Local Talent for Future Growth

A key component of RTA’s success has been its focus on human capital. With over 400 Emirati engineers and specialists in fields such as smart traffic systems, artificial intelligence, and autonomous transport, RTA continues to prioritise local talent. The organisation invests in training initiatives that send young Emiratis abroad for specialised education, ensuring the next generation is equipped to lead in transport and infrastructure.

Economic Impact and Commercial Growth

RTA’s investments have had a profound economic impact, contributing Dh156 billion to Dubai’s GDP. The authority’s projects have also generated Dh150 billion in revenues and reduced fuel and time costs by Dh319 billion. Property values near major transport hubs have increased by up to 16%, highlighting the role of transport infrastructure in driving urban development.

RTA’s commercial ventures are equally impressive. Four spin-off companies Salik, Parkin, Dubai Taxi, and Mada Media now have a combined market value exceeding Dh80 billion. Furthermore, RTA oversees more than 16,000 licensed commercial transport companies and has attracted Dh32.4 billion in foreign direct investment. This thriving ecosystem has also enabled the rise of start-ups, including Careem, Yango, and iMile, which have reached a combined market value of Dh22 billion.

Advancing Sustainability and Safety

RTA’s work has significantly contributed to road safety and environmental sustainability. Traffic fatalities have decreased by 97% from 2007 to 2024, and over 9.5 million tonnes of CO₂ emissions have been avoided thanks to increased public transport use and reduced congestion. The city’s Travel Time Index (TTI) has improved from 1.28 in 2014 to 1.23 in 2024, outperforming cities like Sydney and Milan.

Looking to the Future

As RTA looks to the future, its focus will shift towards integrating artificial intelligence, expanding sustainable and autonomous transport solutions, and attracting further talent. Upcoming projects include the extension of the Dubai Metro Blue Line, the introduction of aerial and autonomous taxis, and the Dubai Walk initiative.

“RTA’s journey demonstrates how infrastructure investments can translate into economic growth, innovation, and improved quality of life,” Al Tayer said. “We continue to prepare for new milestones that will further strengthen Dubai’s position as the city of the future.”

The 20th-anniversary celebrations at Jumeirah Beach Hotel honoured the staff, founding employees, and partners who helped shape RTA’s success. This milestone also marked the release of commemorative nol cards and coins, symbolising RTA’s lasting impact on Dubai’s development.

RTA’s legacy is not only in the physical infrastructure but in the ongoing commitment to transforming Dubai into one of the most sustainable and liveable cities globally.
