Dubai’s Roads and Transport Authority (RTA) is expanding the functionality of its nol card, transforming it from a simple metro and bus fare card into a multi-use payment tool. The initiative, unveiled during GITEX Global 2025, is part of Dubai’s drive towards a fully cashless and digitally integrated city. Through new partnerships with the Knowledge and Human Development Authority (KHDA), Parkin PJSC, and PayPal, the nol card will soon be usable for parking, shopping, dining, and even education-related payments.

Expanding Nol Card Functionality

The RTA’s new collaboration with KHDA aims to introduce the “Study in Dubai – nol ISIC” card for students in higher education. This card will double as both a student ID and a payment method, offering exclusive discounts and lifestyle perks across the city. Dr. Saeed Mubarak bin Kharbash, CEO of KHDA’s Policies, Research, and Programs Sector, highlighted that the card would enrich the student experience by offering access to various discounts and services.

RTA’s partnership with Parkin will allow drivers to use their nol cards to pay for parking directly. The integration of both systems will create a seamless payment experience for users. Mohammed Abdullah Al Ali, CEO of Parkin, noted that the collaboration aims to provide users with more diverse payment options, marking a significant step in advancing smart services across Dubai.

Simplifying Digital Payments

In addition to parking and student-related services, the nol card’s partnership with PayPal will broaden its digital payment capabilities. The collaboration aims to enhance the top-up process, making it quicker and more accessible for users. Otto Williams, Senior Vice President and Regional Head for PayPal Middle East and Africa, stressed the shared vision for a seamless, digital-first mobility experience, positioning Dubai as a leader in smart urban mobility.

This initiative is a key part of Dubai’s wider smart city vision. By reducing the use of paper tickets and cash, the nol card will not only provide a more convenient way to pay but also support the city’s sustainability goals. The move is in line with the UAE’s growing push towards digital transformation, which has also been evident in other sectors, as highlighted during events like GITEX.

With the introduction of these new payment options, the nol card will play a central role in Dubai’s vision of becoming a fully connected, cashless metropolis. By integrating various services into a single payment system, the RTA is not only simplifying urban mobility but also fostering greater digital inclusion for residents and visitors alike.
