Qatar develops frameworks to boost digital contribution to GDP, says MCIT official

Qatar is set to significantly increase its digital economy’s contribution to the country’s non-hydrocarbon GDP, aiming to generate more than QR40 billion by 2030. This ambitious target is part of the country’s broader vision to shift from a resource-based model to a knowledge-driven economy, driven by talent, entrepreneurship, and technology. Faraj Abdulla, Director of Digital Economy at the Ministry of Communications and Information Technology (MCIT), outlined these goals at the second Qatar Investment and Innovation Conference.

Strategic Framework for Growth

The development frameworks designed to support this growth also target the creation of 26,000 ICT jobs and a rise in research and development expenditure to 1.5% of GDP by 2030. Abdulla highlighted that investments in Qatar’s innovation ecosystem surged by over 130% in 2024, showcasing robust investor confidence and the growing maturity of the country’s digital landscape.

“Qatar recorded $2.7 billion in foreign direct investment in 2024, marking a significant step in establishing the country as a leading investment hub in the region,” Abdulla stated.

Innovation Ecosystem and Support for Entrepreneurs

MCIT is actively fostering a strong innovation ecosystem in Qatar, focusing on advanced digital infrastructure and human capital development. Through initiatives such as the Digital Incubation Centre, Tesmo Accelerator, ScaleNow, and National Innovation Labs, Qatar is providing crucial support for entrepreneurs and businesses.

“Our investments in 5G cloud computing and AI sandboxes ensure innovators have access to the tools they need to succeed,” Abdulla explained. Additionally, Qatar is focused on developing a comprehensive regulatory framework for artificial intelligence, aiming to strike a balance between innovation and responsibility. The MCIT’s partnership with ScaleAI plays a key role in shaping policies that promote both ethical AI use and technological progress.

AI Advancements and Real-World Applications

In terms of AI development, Qatar is also making substantial strides in demonstrating AI’s practical impact. One notable example is the Ministry of Municipality’s AI-powered building permit system, which now processes approvals in just two hours, a dramatic improvement from the previous 30-day wait.

Abdulla stressed that Qatar’s strategic investments are designed to drive AI advancements across the region. Partnerships with global tech giants such as Microsoft and Google Cloud further support the country’s commitment to integrating AI across various sectors.

“As we work towards 2030, Qatar will continue investing in technologies that improve lives, implementing policies that attract talent, and forming partnerships that contribute to shared prosperity throughout the GCC,” Abdulla concluded.

Qatar’s ongoing efforts to innovate and strengthen its digital economy underscore its ambition to not only transform its own economy but also lead the region in technological advancement.
