UAE receives nearly 2,100 reports of labour market violations in first half of 2025

The Ministry of Human Resources and Emiratisation (MoHRE) received almost 2,100 reports from the public about wrongful practices in the labour market in the first half of 2025. This is part of the Ministry’s broader efforts to improve oversight and ensure stronger compliance with regulations.

MoHRE offers three primary reporting channels for the community to report misconduct: the Ministry’s website, the MoHRE smart app, and its call centre. These platforms enable the public to submit complaints about a wide range of violations in the labour market.

Types of Violations That Can Be Reported

The Ministry allows citizens and residents to report 12 types of violations through these official channels. These include fake Emiratisation, failure to comply with Emiratisation requirements, non-payment of end-of-service benefits, and excessive overtime. Other violations that can be reported are non-issuance of annual leave, unpaid cash allowances, or the failure to carry over leave. Complaints about illegal workers, poor worker accommodation, occupational health and safety breaches, and work injuries are also among the issues that can be flagged.

MoHRE’s initiative is designed to empower the public to actively participate in addressing violations and improving compliance within the labour market. The Ministry hopes that by increasing the public’s role in monitoring, it can curb unlawful practices and improve the protection of workers’ rights.

Strengthening Oversight and Monitoring

The Ministry’s monitoring system goes beyond just public reports. It integrates community feedback with traditional oversight tools to conduct inspections, both in-person and via electronic systems, across private sector establishments. Inspectors, who are well-versed in the Labour Relations Law and related regulations, take action when violations are confirmed. They also help raise awareness of compliance to ensure sustainable development and the long-term stability of the labour market.

The Ministry also values transparency and neutrality in handling complaints. Legal researchers assess cases impartially and seek amicable settlements between employers and workers. This not only reduces the burden on labour courts but also ensures that cases are handled efficiently and fairly.

Confidential Reporting System

Between January and June 2025, MoHRE also processed over 7,600 confidential reports from workers seeking to claim their rights. These reports are handled through a secure system that ensures privacy while maintaining the Ministry’s ability to verify claims effectively.

This commitment to confidentiality and fairness reflects the UAE’s legal framework, which supports both employers and employees equally. The Ministry’s procedures align with Federal Decree-Law No. 33 of 2021 on the Regulation of Labour Relations, as well as international labour conventions.

MoHRE’s Role in the Labour Market

The Ministry’s efforts to strengthen monitoring mechanisms play a key role in balancing the rights of employers and employees. This helps ensure the UAE remains a leading destination for investment and work, supported by a legal framework that provides protection to all parties in the employment relationship. By encouraging public participation, MoHRE aims to create a more transparent and equitable labour market, contributing to the country’s overall stability and prosperity.
