Qatar has signed the United Nations Convention against Cybercrime in a ceremony held today in Hanoi, Vietnam, marking a significant step in the global fight against digital threats. Representing the country, Her Excellency Minister of State for International Cooperation Dr. Maryam bint Ali bin Nasser Al Misnad underscored the importance of the Convention, highlighting its role in advancing international cooperation to safeguard the digital world.

Qatar’s Commitment to Cybersecurity

During the signing ceremony, Her Excellency emphasized that the Convention signals a turning point in global cybersecurity efforts, evolving from a technical concern to a critical element of international peace and security. “Cybersecurity is no longer merely a technical issue,” she stated, “it has become a pillar of international peace and security.” This shift in perspective reflects the growing recognition that digital threats can destabilize societies and jeopardise human security.

Qatar’s support for the Convention is not new. The country has long championed international cooperation to protect digital infrastructure and enhance national cybersecurity capabilities, particularly in developing nations. Dr. Al Misnad highlighted that Qatar was one of the first nations to advocate for a comprehensive legal framework addressing cybercrime, aimed at fostering stronger international partnerships to combat emerging digital threats.

The Role of Qatar in Promoting Peace

Her Excellency further explained that combating cybercrime aligns with Qatar’s broader peace-building initiatives. She noted that protecting the digital space is integral to preventing conflicts, fostering trust, and encouraging diplomatic dialogue between nations. “Combating cybercrime is an act of peace,” Dr. Al Misnad said, emphasising Qatar’s dedication to preventing digital conflicts just as it actively mediates real-world disputes.

This commitment to peace extends to the digital realm, where Qatar has also taken steps to strengthen global cybersecurity cooperation. The country’s efforts include the establishment of the UN Regional Centre for Combating Cybercrime in Doha, which will focus on enhancing the capabilities of developing countries in this domain. This Centre will play a pivotal role in facilitating the implementation of the Convention and supporting international collaboration in addressing cybercrime challenges.
